EUROL 4 provided targeted expert support to improve judicial efficiency, performance monitoring and case management in organised crime and high-level corruption cases. The mission focused on the High Court in Podgorica, in particular its Special Department for organised crime and corruption, as well as the Appellate Court of Montenegro.
Through an in-depth assessment of court operations, EUROL 4 short-term international expert Janko Marinko identified systemic challenges affecting trial management, case duration and judicial oversight, including procedural delays and the repeated quashing of decisions. Based on these findings, EUROL 4 supported the courts with practical guidance on managing complex criminal proceedings, strengthening judicial control over trials, and improving the planning of human and budgetary resources.
