In July 2025, the EUROL 4 project organized a short-term expert mission to provide support to the Ministry of Interior (MoI) of Montenegro in the preparation of the final report on the implementation of the Human Resources Management Strategy 2019-2024. This mission was aimed at ensuring an objective and comprehensive assessment of the Strategy’s implementation over the reporting period.
For the purpose of preparing the final report, it was necessary for the MoI to conduct an external evaluation of the HR Management Strategy. To this end, EUROL 4 engaged an independent expert from the Republic of Croatia, whose professional expertise and international experience contributed to the quality and credibility of the evaluation process.
Through close and direct cooperation between the EUROL 4 expert and the relevant officials of the Ministry of Interior, the key findings, conclusions, and recommendations were developed and consolidated. The final output of this expert mission is the Report on the Evaluation of the Human Resources Management Strategy 2019–2024, which fulfills an important obligation outlined in the Annual Work Programme for 2025 of the MoI.
