Fast-Track Backlog Reduction Project Launched in the Administrative Court

Building on the findings of the assessment mission conducted in May of 2025, EUROL 4 launched a targeted backlog-reduction supporting the Administrative Court of Montenegro in addressing the long-standing backlog of cases through an accelerated case-resolution project aimed at improving judicial efficiency and strengthening the rule of law.

The initiative focuses on resolving old cases, digitalising court workflows, improving court management structures, and supporting the full implementation of the Judicial Reform Strategy. By combining targeted organisational measures with new digital tools, the project seeks to reduce the administrative burden on judges, promote lawful action by public administration, and ensure the right of citizens to a trial within a reasonable time. The approach is designed to deliver concrete results in the Administrative Court and to serve as a model that can be replicated in other courts across Montenegro.
