Through a series of coordinated and mutually reinforcing activities, EUROL 4 has, since June 2025, provided substantial support to the Montenegrin Police in strengthening the institutional and operational capacities of the Road Traffic Safety Department. These activities were designed to deliver both an in-depth assessment of existing capacities and targeted practical support aimed at improving road traffic safety and enforcement practices.
As an initial step, the capacities of the traffic police in Montenegro were comprehensively assessed. EUROL 4 prepared an assessment report that identified key strengths, gaps, and needs, accompanied by a comparative analysis of Montenegrin road traffic legislation against relevant EU requirements, highlighting areas of misalignment and existing weaknesses.
Building on the findings of the assessment, and with the support of EUROL 4, the Road Traffic Safety Department organized and implemented three targeted action days on Montenegrin roads in 2025, held on 5 November and 3 and 9 December 2025. These operational activities focused on enhanced traffic control and enforcement measures. Following each action day, a comprehensive report was prepared, outlining key observations, operational challenges, and good practices, along with a consolidated summary report presenting an overall analysis and key findings.
EUROL 4 support to the Montenegrin Police in the field of road traffic safety will continue in 2026. The planned activities will primarily focus on the development of a comprehensive Road Safety and Traffic Security Concept for Montenegro, providing a strategic framework to guide future reforms, align national practices with EU standards, and contribute to the long-term reduction of traffic-related risks and incidents.
Beyond these direct benefits, strengthened capacities in routine traffic policing will enhance the traffic police’s ability to detect irregularities, reduce opportunities for corruption, and systematically collect “first intelligence” relevant to the broader fight against organized crime. These secondary effects are fully aligned with the strategic objectives of EUROL 4, which recognizes traffic policing as a key entry point for strengthening integrity, accountability, and intelligence collection across the wider law enforcement system.
