As part of its support to the rule of law in Montenegro, EUROL 4 deployed a team of international customs experts to monitor the destruction of seized cigarettes at the Port of Bar and at the Zetatrans warehouse in Podgorica.
The operation was coordinated by the Customs Administration, with support from the Ministry of the Interior, the National Security Agency (ANB), and UK Customs (HMRC). Following the conclusion of HMRC’s mission in mid-July, EUROL 4 experts assumed responsibility for the monitoring in order to ensure continued transparency and the proper implementation of the Operational Plan.
The mission was carried out in three phases: Phase 1 (15 July–31 August 2025), Phase 2 (1–16 September 2025), and Phase 3 (8–13 December 2025).
