EUROL 4 provided targeted support to strengthen strategic planning, monitoring and analytical capacities within the Montenegrin judiciary through a short-term expert mission implemented in December 2025. The support focused on enhancing evidence-based planning and results-oriented reporting for the implementation of the Judicial Reform Strategy 2024–2027 and its Action Plan.
A dedicated training was delivered for staff of the Ministry of Justice, the Judicial Council and the Prosecutorial Council, strengthening their capacity to prepare the final implementation report for the 2024–2025 Action Plan and to develop the forthcoming Action Plan 2026–2027 in line with established monitoring and evaluation methodologies.
