During a two-day official visit of the Director of the Police Directorate of Montenegro Lazar Šćepanović to the German Federal Police Headquarters in Potsdam on the invitation of Dr Dieter Romann, President of the German Federal Police, a Joint Declaration of Intent concerning the introduction of the German police case-management system Artus (“@rtus”) in the Police Directorate of Montenegro has been signed on 6 October 2026.
This initiative is expected to support the digitalisation of police work, modern case management and stronger information and analytical capacities. The next step will be the development of an “@rtus-Montenegro” model, including an assessment of the technical, legal, organisational and financial conditions required for implementation.
EUROL 4 has supported the preparation of this Joint Declaration and the preparatory steps now to be implemented since July 2026.
