EUROL 4 Experts Support Development of Montenegro’s Future Integrity Testing System for the Ministry of Interior and the Police Directorate

EUROL 4 has deployed two integrity testing experts Maurizo Salustro and Detlef Kreutzer between 5 and 9 October 2026 on a mission to support the Ministry of Interior in the introduction and implementation of a functioning and robust integrity testing system.

Since the Parliament of Montenegro adopted in September 2026 amendments to the Law on Internal Affairs which introduced integrity testing for Ministry employees and the Police Directorate for the first time, this mission was designed to support the Ministry of Interior in the necessary further steps.

The new Article 188a of the Law on Internal Affairs provides now a legal basis for both targeted and random integrity tests through simulated situations corresponding to employees’ regular professional duties. The amendments also strengthened the operational independence of the organisational unit responsible for anti-corruption matters and reinforced cooperation with the Police Internal Control Department.

The EUROL 4 experts have worked during their mission together with representatives of the Ministry of the Interior and the Police Directorate and in consultation with the Supreme State Prosecution Office on the definition of the key characteristics of the future integrity testing system.

This mission of the experts is expected to result in recommendations for further improvement of the legal and institutional framework, with the objective of establishing a comprehensive, professional, sustainable and robust integrity testing system for the Ministry of Interior and the Police Directorate in Montenegro.
