On 20 November 2025, the Delegation of the European Union to Montenegro, the Government of Montenegro, and the EUROL 4 project jointly organized the Rule of Law Forum 2025 in Podgorica.
The event brought together senior government officials, representatives of key institutions, and of the European Union to exchange views on key rule of law reforms in the context of Montenegro’s path towards European Union membership. As co-organizer, EUROL 4 supported the establishment of a high-level platform for dialogue, enabling discussions on judicial independence, anti-corruption efforts, and the fulfilment of the final benchmarks in chapters 23 and 24 in the EU accession process.
The project’s legal experts, Branko Hrvatin and Ognjen Mitrović, moderated panel discussions on judicial reform and strengthening standards in the fight against organised crime and high-level corruption. Their contribution facilitated a constructive exchange of expertise and best practices, further supporting dialogue among judges, prosecutors, and government representatives on priority reforms in these key areas.
