An electronic case-law system developed by the ICT Department of the Judicial Council of Montenegro with expert assistance from EUROL 4 was presented at the Supreme Court of Montenegro on 8 April 2026. The system represents an important step in the digitalisation of the judiciary and is the first judicial information system in Montenegro to integrate artificial intelligence.
The system enables advanced searches of judicial decisions and includes an AI chatbot designed to operate exclusively on the basis of decisions stored in the system and official case-law bulletins.
EUROL 4 also provided expert support to assess risks and prepare key elements of the Data Protection Impact Assessment (DPIA), with particular attention to compliance with the EU AI Act and the GDPR. The system is currently being piloted in the Commercial Court of Montenegro, while further steps towards its broader rollout will be considered by the Case-Law Steering Committee.
