Workshop on improving cooperation and coordination between competent Montenegrin authorities in the areas of traffic police and road safety

EUROL 4 organized on 17 June 2026 in Podgorica a workshop focusing on improving the cooperation and coordination between competent Montenegrin authorities related to moving and stationary traffic (Police Directorate, Municipal Police and municipal authorities of Podgorica responsible for the administration of parking space and dealing with parking offences).

In the run-up to the event, the EUROL 4 experts (led by the Head of the Police Component) held a series of meetings with senior officials from the Montenegrin traffic police, the uniformed police, the municipal police, and parking enforcement officials. The aim of these meetings was to identify interface issues and weaknesses hindering smooth cooperation between the aforementioned institutions to relevant traffic offences relating to moving and stationary traffic.

Based on these identified interface issues and weaknesses and based on the results of six ‘Action Days’ in autumn 2025 and spring 2026 which took place in Podgorica, Bar and Budva and an ‘Action Week’ in May 2026 which took place in Berane, Bjelo Polje, Podgorica, Nikšić and Kotor which were focused on speeding, failure to fasten seatbelts, using mobile devices while driving, driving under the influence of alcohol and/or drugs, and technical issues of vehicles and on the results of and which was focused on the same areas, the workshop was organised to discuss the identified issues and identify and formulate solutions.

The participants discussed intensively all these topics as well as other issues in the area of traffic police and road safety (impact of observations made during traffic checks for intelligence-led policing, chronical understaffing of traffic police, importance of specialized training for all involved traffic police officers), identified (as far as at this stage possible) solutions and agreed on further follow-up meetings in this format to continue coordination effort.
