International short-term expert mission for the support to the reinforcement of intelligence led policing with focus on cyber crime

During the period from 9 to 13 March 2026, EUROL 4 implemented a short-term expert mission aimed at supporting the Montenegrin police in the area of combating cybercrime. In close cooperation with officers of the Cybercrime Unit, operating within the Criminal Intelligence Department of the Police Administration, EU experts Lt.Col. Holger Schmidt, Cpt. Michael Schanderl and Mag. Esmin Berhamović provided support through peer-to-peer training and the development of Standard Operating Procedures (SOPs) for responding to ransomware and other cyberattacks.

The developed documents will serve as a foundation and reference framework for the further development of SOPs covering additional areas of cybercrime prevention and response. In addition, an assessment of the existing legislative and regulatory framework was conducted, including laws, by-laws, and relevant directives related to the prevention of and protection against cyber threats.
