EUROL 4 organized on 8 and 9 July 2025 in Podgorica a 2-days’ workshop focusing on the development of a functioning track record system to enhance effectiveness in combatting organized crime (OC) and high-level corruption (HC) in accordance to EU standards.
Senior officials from various Montenegrin specialized law enforcement agencies and judicial authorities provided comprehensive presentations about their current status quo, inter alia, in the areas of information management, exchange of sensitive information and the management of cases.
Subsequently, German senior police officers from the Federal Police introduced the ARTUS system (also @rtus), a case management system (CMS) used by several police authorities in Germany to document police activities and manage data on relevant events. This system enables incidents to be digitally recorded, compared with existing data, and shared with colleagues, both on site via the @rtus mobile app and in the office.
The overall aim of EUROL 4 is to support Montenegrin competent authorities to implement a joint technical platform for investigations and criminal prosecution that systematically maps procedural cooperation, safeguards security and can be expanded with specific modules for sensitive procedures, including those related to organized crime, corruption or covert investigative measures.
Accordingly, the possibility has been created for the introduction of the ARTUS system within the Montenegrin Police through coordinated cooperation with senior officials of the German Federal Police, the Bavarian Police, and key experts from EUROL 4.
The total estimated financial framework for the introduction of ARTUS in Montenegro is approximately 8 million Euros, to be financed by the European Union and Germany.
