EUROL 4 provided targeted and sustained support to Montenegro in strengthening financial investigations and the confiscation of criminal assets. The mission focused on on-the-job mentoring and specialised training for prosecutors and financial advisors of the Special State Prosecutor’s Office, strengthening practical skills in tracing assets, analysing financial flows, and applying temporary and permanent confiscation measures.
In parallel, EUROL 4 supported the preparation of an in-depth analysis of the Law on Asset Confiscation and a comparative review of EU models for extended confiscation, identifying remaining gaps and proposing concrete improvements.
