From 12 to 16 May 2025, the EUROL 4 justice team led by Branko Hrvatin, together with EUROL 4 international experts Rado Brezovar and Bojan Muršec, organized a week-long assessment mission across Montenegro’s judiciary to gauge progress under the Judicial Reform Strategy 2024-2027 and the Judicial Digitalisation Strategy 2025-2028.
During their week-long mission, they met with relevant stakeholders from the judiciary and the Ministry of Justice, as well as with representatives of international organisations active in the field of rule of law.
The visit highlighted three priorities: tackling court backlogs, developing of a dedicated case law system and introducing standardized, data-driven reporting.
